When you have Azure connected and users created from the psa sometimes they are not quite the same, so it is best to enable Azure user update so that you can synchronize.
Enabling and disabling user creation in PSA
Step 1
Click on clients
Step 2
Search for the client and click on the Azure button.
Step 3
Go to the sync tab
Step 4
Click the edit button and choose the options you want to enable or disable.
Step 5
Click on the save button
Step 6
Finally, force a client synchronization, and if the change is to view the users, wait a few minutes for them to appear
